Virginia legalized personal use cannabis in 2021, effective July 1, 2021. Adults 21+ may possess up to 1 oz in public and cultivate up to 4 plants at home. CATCH: NO RETAIL SALES YET, BUT COMING - Virginia enacted a retail market law in June 2026; licensed adult-use sales begin July 1, 2027, when the possession limit also rises to 2 oz. Until then, must grow own or receive as gift. Medical dispensaries operational. PUBLIC CONSUMPTION PROHIBITED - $25 civil penalty. VA Code §4.1-1100.
