UNIQUE: Congress blocked retail sales via appropriations rider. "Gift" economy operates - cannot sell but can give away. PUBLIC CONSUMPTION PROHIBITED - $25-500 fine. Federal property (vast in DC) enforces federal prohibition. D.C. Code §48-904.01.
