DC legalized recreational cannabis in 2014 (Initiative 71), effective February 2015. Adults 21+ may possess up to 2 oz and cultivate up to 6 plants (3 mature) at home. UNIQUE: Congress blocked retail sales via appropriations rider. "Gift" economy operates - cannot sell but can give away. PUBLIC CONSUMPTION PROHIBITED - $25-500 fine. Federal property (vast in DC) enforces federal prohibition. D.C. Code §48-904.01.
