Vermont legalized recreational cannabis in 2018 (H.511) - first state via legislature rather than ballot. Adults 21+ may possess up to 2 oz of cannabis and up to 10 g of hashish (limits doubled from 1 oz / 5 g effective July 1, 2026 by Act 176 / S.278) and cultivate up to 6 plants (2 mature) at home. Retail sales began October 2022. PUBLIC CONSUMPTION PROHIBITED - civil violation, $100 fine. Employers may still drug test. Towns may opt out of retail. 7 V.S.A. §863.
