Arkansas has medical cannabis program. Recreational cannabis is ILLEGAL - first possession under 4oz is misdemeanor, repeat offenses escalate.

Arkansas approved medical cannabis in 2016 (Issue 6). Qualifying patients with card may possess up to 2.5 oz per 14-day period. Recreational legalization FAILED in 2022 (Issue 4). RECREATIONAL ILLEGAL: First offense under 4oz is Class A misdemeanor (up to 1 year). Subsequent offenses are felonies. No home cultivation. Possession of paraphernalia is separate offense. Ark. Code §5-64-419.
