Virginia Fireworks Laws
Virginia allows limited consumer fireworks. Aerial BANNED. Ground-based permitted with specific limits: fountains must not emit sparks beyond 16.4 feet, wheels must not emit flames beyond 39 inches, crackling devices and flashers must not emit sparks beyond 78.74 inches, and other devices have various restrictions.
Virginia BANS aerial consumer fireworks (missiles, rockets, shells). Ground-based fireworks are permitted with specific limits: fountains must not emit sparks or other burning effects beyond 16.4 feet; wheels must not emit flames beyond 39 inches; crackling devices and flashers must not emit sparks beyond 78.74 inches; and other devices must not explode, travel under their own power, or produce a continuous flame longer than 20 inches. Professional displays require a permit. Many cities have additional restrictions. Va. Code § 27-95.
