Northern Mariana Islands E-bike & Scooter Rules
CNMI law has no e-bike classes; rented scooters and mopeds fall under motorcycle/moped rules: helmets are required (all ages on motorized two-wheelers, under-18 on bicycles/mopeds), and rented scooters may not be ridden between 6 p.m. and 6 a.m.
The CNMI Vehicle Code has no electric-bicycle definition and no Class 1/2/3 system; e-bikes and rented scooters are handled under the moped, motor-scooter and bicycle rules in 9 CMC Division 5. Key enforceable rules: (1) Helmets - operators and passengers of motorcycles, motor scooters and mopeds must wear securely fastened, approved safety helmets on any highway (9 CMC § 5703); any operator or passenger under 18 of a bicycle, other human-powered vehicle, ATV or moped must wear a securely fastened helmet on a highway, secondary road or designated bike path, with a minimum $50 fine and parents or guardians responsible for a minor's fine (9 CMC § 5758). (2) Rentals - motorcycles, motor scooters and mopeds may not be offered for rental, or ridden as rentals, between 6 p.m. and 6 a.m.; rental firms must provide certified helmets at no extra charge and a summary of Commonwealth traffic laws, and rented motor scooters must display a red or orange flag on a 4-5 foot mast (9 CMC §§ 5707, 5703(b)). (3) Mopeds may use bicycle lanes but must yield to bicycles, and may not use the bike lane between 6 p.m. and 6 a.m. (9 CMC § 5756). (4) On sidewalks and crosswalks, cyclists must yield to pedestrians and give an audible signal before passing, and may not ride where official signs prohibit bicycles (9 CMC § 5755). Traffic drives on the right. Scooter rentals are available on Saipan; services on Tinian and Rota are very limited.
