Rhode Island adopted the 3-class e-bike system effective July 1, 2024. E-bikes treated as bicycles. Helmet required under 21.

Rhode Island adopted the 3-class e-bike system effective July 1, 2024 (P.L. 2024, ch. 172 and ch. 173). E-bikes classified as bicycles. Class 1 & 2: Allowed where bicycles are permitted. Class 3: May face restrictions on paths. Helmet required for electric bicycle operators and passengers under age 21 (R.I. Gen. Laws §31-19.7-3). No license or registration required. Electric scooters: Providence has scooter program. State allows on roads and bike lanes. R.I. Gen. Laws §31-19.7-1 (Classes); §31-19.7-3 (helmets).
