Minnesota adopted 3-class e-bike system in 2019. E-bikes allowed on most trails. No statewide e-bike helmet law; riders must be 15 or older.
Minnesota adopted the 3-class e-bike system in 2019 (HF 158). E-bikes classified as bicycles. Class 1 & 2: Allowed where bicycles are permitted. All classes (1, 2, and 3): a person under 15 may not operate an electric-assisted bicycle (Minn. Stat. §169.222, subd. 6a(e)). Minnesota has no statewide helmet requirement for electric-assisted bicycle riders. State trails: e-bikes allowed on paved trails, the local authority or state agency with jurisdiction over a natural-surface trail may regulate or restrict e-bike operation there. Electric scooters: Minneapolis and other cities have scooter programs with local regulations. Minn. Stat. §169.011.
