Florida adopted the 3-class e-bike system in 2020 (HB 971). E-bikes treated as bicycles. Class 1 & 2: Anywhere bicycles allowed including bike paths. Class 3: no statewide minimum age (local governments may set one by ordinance, F.S. 316.20655(8)). No license, registration, or insurance required. Local governments may regulate trail access. Electric scooters (motorized scooters/micromobility devices, F.S. 316.2128): riders have the same rights and duties as bicycle riders statewide; there is no state-set sidewalk speed cap or road speed-limit threshold — local governments may add sidewalk, age, or ID rules by ordinance. Riders and passengers under 16 must wear a bicycle helmet (F.S. 316.2065(3)(d)), which applies to e-bikes (316.20655(1)) and motorized scooters (316.2128(1), not among the excepted subsections); not required for riders 16 and older.
