New Hampshire adopted the 3-class e-bike system in 2019 (HB 319). E-bikes classified as bicycles. Class 1 & 2: Allowed where bicycles are permitted. Class 3: 16+ only to operate (RSA 265:144-a, IX). Riders/passengers under 18 must wear a helmet specifically on a Class 3 e-bike (RSA 265:144-a, X); separately, NH's general bicycle helmet law requires anyone under 16 to wear a helmet on any bicycle (RSA 265:144, X). No license or registration required. State rail trails may have specific e-bike policies. Electric scooters: follow bicycle rules under state law. RSA 265:144-a.
