Iowa E-Bike Laws
Iowa uses the three-class low-speed electric bicycle system (Iowa Code §321.1(36A)): Class 1 pedal-assist to 20 mph, Class 2 throttle to 20 mph, Class 3 pedal-assist to 28 mph with a required speedometer; e-bikes may be ridden anywhere bicycles are allowed, including bike lanes and multi-use paths, but no one under 16 may operate a Class 3 and a Class 3 may not exceed the posted speed limit — or 20 mph where none is posted — on a bike lane or multi-use path; no license, registration, title, or insurance is required (Iowa Code §321.235B).
Iowa regulates low-speed electric bicycles under Iowa Code §321.235B (added by 2021 Iowa Acts, chapter 125), with class definitions at §321.1(36A): Class 1 (motor assists only while the rider pedals, ceasing at 20 mph), Class 2 (motor may propel the bicycle by itself, with no assistance at 20 mph or more), and Class 3 (motor assists only while the rider pedals, ceasing at 28 mph); all classes use a motor under 750 watts. A person riding an e-bike on a highway has the rights and duties of a bicyclist, and e-bikes are exempt from licensure, registration, titling, inspection, and financial-liability coverage requirements and from any driver's license or permit requirement (§321.235B(8)). An e-bike may be operated any place a bicycle may operate, including streets, highways, roadways, shoulders, bicycle lanes, bikeways, and bicycle or multi-use paths (§321.235B(9)(a)); the statute contains no clause authorizing local governments to restrict e-bike access to those places. A Class 3 may not be operated on a bicycle lane or multi-use path in excess of the posted or applicable speed limit, or 20 mph if none is posted (§321.235B(9)(b)), and must be equipped with a speedometer displaying miles per hour (§321.235B(5)). No one under 16 may operate a Class 3 e-bike, though a person under 16 may ride as a passenger in compliance with §321.234(4) (§321.235B(6)). Iowa's e-bike statute contains no helmet requirement.
