Firearm Owner's Identification Card Required

The Northern Mariana Islands require a Firearm Owner's Identification Card from the Department of Public Safety to acquire or possess any firearm or ammunition (6 CMC 10601, SAFE Act); handguns became licensable after the 2016 federal-court rulings struck the prior ban, but registration, storage, transport and gun-free-zone rules (6 CMC 10402: felony, up to $10,000/10 years) are strict.

CNMI FIREARMS - LICENSE REQUIRED

No person may acquire or possess any firearm - or firearm ammunition - in the Commonwealth of the Northern Mariana Islands without a current Firearm Owner's Identification Card issued by the Department of Public Safety (6 CMC 10601, SAFE Act). Applicants must generally be 21 years of age or older. Limited exemptions cover law enforcement, military on duty, and persons lawfully transporting firearms through the Commonwealth under 18 U.S.C. 926A. Handgun ownership became licensable after Radich v. Guerrero (2016), subject to registration and SAFE Act restrictions. Carrying firearms in public is tightly restricted; do not assume any mainland-style open or concealed carry is lawful. Federal firearms laws also apply.
