Puerto Rico Carry Laws
Permit required for all firearms. Very strict regulations. 21+ age requirement.
The Puerto Rico Weapons Act of 2020 (Ley 168-2019) issues a single 'Licencia de Armas' that covers both possession and carrying; the separate carry permit that existed under the repealed Ley 404-2000 was eliminated (Art. 2.02(e)). Must be 21+, pass background check, complete training. Assault weapons banned. No general magazine-capacity limit applies; ammunition-feeding capacity appears only as one feature test within the semiautomatic assault-weapon definition (Art. 2.16). By statute the Weapons Licensing Office must complete its investigation and grant or deny a complete application within 30 calendar days (Art. 2.02(d)(2)), with recourse to the Court of First Instance if that deadline passes; actual processing times may run longer. Open carry prohibited. Concealed carry with permit only.
