New Mexico requires license for both. Big game by draw. Excellent public land access. Oryx, ibex hunts unique. Guided hunt required some units.

FISHING: License required age 12+ ($35 resident, $90 non-resident, 2026–2027 license year). HUNTING: License required ($25 resident, $130 non-resident). Big game: primarily by draw (elk, deer, antelope, bear, cougar). UNIQUE: Oryx (White Sands) and ibex hunts available. Some units require guides for non-residents. Extensive public land access on BLM, USFS, state trust land. Hunter education required. NMSA §17-1.
