NYS DOH permits mobile food vendors. NYC has separate system - very limited permits (around 3,000 total), years-long waitlist, two-year permits cost thousands. Must display letter grade. Manhattan restrictions severe. Upstate more flexible. Buffalo permits available. Albany permits. Rochester permits. Commissary required. Green Cart program for fruits/vegetables only in some neighborhoods.
