Indiana prohibits operating drones and other motor-driven airborne devices on DNR properties, including state parks, except at sites the DNR has specifically designated for that purpose.
Under 312 IAC 8-2-8(i), motor-driven airborne devices, including drones, and other airborne human transportation devices may not be operated on property managed by the Indiana Department of Natural Resources, including state parks, except at sites specifically designated for that purpose. A license to launch and operate a drone at a DNR property may occasionally be granted by the DNR or the DNR division managing that property; an FAA license and proof of insurance may be required as a condition of that license.

Indiana follows FAA regulations for flight operations, but state DNR properties restrict drone launch sites and state law separately criminalizes drone voyeurism. Indianapolis has no special restrictions.
Indiana follows FAA regulations for general flight operations, but state law adds real restrictions: Indiana DNR properties (including state parks) prohibit operating a drone except at sites specifically designated for that purpose (IAC 312 8-2-8(i)), and Indiana Code 35-45-4-5(g) criminalizes "remote aerial voyeurism" — operating a drone with intent to peep at a dwelling. Indianapolis allows recreational drones following FAA rules. State parks generally allow drones in appropriate areas. Indiana Dunes National Park prohibits drones. Indianapolis Motor Speedway has TFRs during events.
